Can someone tell me what this is for?
Some kind of mixture adj or idle compensator?

Isn't that the cold start idle speed/advance compensator? Looks like the one in your photo is missing some linkage to its controller (assuming that's the dashpot-looking device to the left of it).

Technically, the whole thing is best described as a fuel Injection Pump, which DOES happen to have a fuel pump (lift pump) inside of it.

cold start device.
adjusts the timming.and raises the idle a little.
uses a choke cable.
you car has oil heat exchange for cold areas.

its water heated on up market models.
yours is commercial Vanette engine C22 maybe C23[not seen one]

[starter-enginemounts ect].
