UD Diesel won’t shut down with key

Hey Guys
I can not get this diesel to shut off with the key.
Is this the fuel shut off solenoid? (See photos)
If not where is it located and could it be the problem?

I do not know a lot about your kind of pump, I know more about inline injection pumps, the VE type injection pump I have only has one wire going to the injection pump, the fuel cutoff or on depending on how you look at it, if your injection pump only has one wire going to it and it does not have an injection pump controller, then that is likely the issue, mine has a blue wire on my VE type injection pump, that is my fuel off/on.
