Timing Chain Wear Adjustment

Does anybody know if this check/adjustment can be done while the valve cover is off? I'm planning to check/adjust the valve clearances this spring and thought I should check the valve timing ('82 FSM, p. EM-38 ).

Seems like you could put a degree wheel on the crank and a micrometer gauge on cyl 1 valves and turn the engine and figure it out... I'm assuming the valve timing is available somewhere; I haven't looked.
