It's a fiberglass nonfunctional addon. Harwood makes them and you could get one from summit racing if you really wanted one It may look interesting but ultimately useless.

Now if you wanted to get saucy you could build a functional ram air hood out of some of harwood's other product line

Or one could go with the ricer mentaility (each one of them stickers is good for 5hp)
